We used royal blue candy melts instead of white chocolate to cover our Oreo cookies.
Candy melts are much easier to deal with and acquire the right color when it comes to dipping cookies and other goodies.

Place a single Goldfish Cracker in the center of each Oreo and three small sugar pearls in a triangle from the goldfish’s mouth.
Your lovely goldfish will appear to be swimming blissfully in the blue waters.
You may find sugar pearls at your local craft store or purchase them on Amazon.
To arrange the sugar pearls in the right shape, I use a pair of precision tweezers.
They worked perfectly and sped up the process of making these Under the Sea Oreos significantly.
